in my games with lvl 30's and bronze people (so my elo) i ward as much as i can as sup, so while its a 50/50 in lane, i just see their jg sitting there...waiting...and since we can obviously see them we dont go close to them, or poke them to make them go away (or completely ignore them while not letting the other guys initiate)

then going inall chat saying "shoo" does the trick

This is why warding is important.

I'd never say "shoo" in all chat. Sure it's funny but it's better if you just keep wasting the enemy jungler's time. Every second he waits in that bush is a second he's falling behind in gold and exp. If anything I'd be telling my jungler to invade his jungle on the opposite side or set up for a counter gank.
