But in all seriousness, its going to be hard for LOL to try and make all of their champs broken for the simple fact that there is too much variability in the damage values of Champion abilities... What I mean by this is that, since abilities scale with Attack Damage and Ability Power, LOL has to keep these in mind when balancing.
In Dota 2, abilities have static values that when leveled up, are just raised to another static value...do to this, if something seems to be way overpowered, the Dota 2 Balancing team can easily change the value to make the ability a little more in line. Besides this, the Dota 2 balancing team also do a great job in keeping their heroes THEMATICALLY identity with regards to their abilities by taking in account to the other aspects of the heroes.
Since there are more variables in Dota 2 (e.g. Stats points (Strength, Agility, Intelligence), movement speed, armor, move delay(what this means is that, instead of automatically turning around, the hero has a delay for when they turn), etc.), the balance team are able to fine tune other aspects of heroes so that abilities are not the first thing that they nerf.
Honestly I'd prefer that over the current "balance" So many champions now have out dated kits.
I am surprisingly okay with that strategy.
People have been saying "Why nerf champions? Why not buff the weak ones up so that they are strong too?" for YEARS, and Riot is doing that now. So, we're kind of only reaping what we sowed in so much as a whole lot of the community literally asked for this.

lol not really i would say they make every champion weak till no one plays them then brings a new champion just so people don't stop playing
