Sorry. Only way to actually "win this game" is to have 0 IP and 0 RP at the same time. And even then, you only have a short window before Riot Ames comes in and beats those numbers up to 1.

There is a limit of 700 runes you may own. Once you reach the limit you have to contact player support or something. Of course who the hell would own more than 200 runes?

9999 IP does not mean you beat the game. It simply means you haven't purchased anything in some time. It's easy to get a thousand IP a day without really trying. Now if you had every single champion, every single rune, every single skin, and had gone all the way up to challenger tier 1, than yes you would have beaten the game. Unfortunately you only saved up some IP and didn't do anything that anyone else couldn't have done if they simply did not buy any champions for a weak or two.

Did you guys know that you can use cheat engine to adjust your IP to whatever amount you want? It's difficult to find the right memory code and time consuming as well, but it can be done. At one point League was so easy to hack with cheat engine that a group of players had given themselves instant cool downs on their summoner spells. So they could rapidly spam flash and cross the map in about 3 seconds, or perma exhaust people, even spam heal so they could take out turrets at level 1. While that has been fixed, it is still possible to modify your IP with cheat engine.

You sure about all of this? I have a couple of friends who already own all the champions so they each are above of 10k ip without cheating at all.

I was NOT implying that this person cheated to get his IP. I was merely saying that it could be done. I apologize for the misunderstanding.
