Jarvan IV is certainly heroic, but he only protects the faithful. Garen provides justice for all. Also, J4 got captured by the Noxus, and had to be saved by Garen.

Taric was hated by Demacian officials, and publicly failed to honor his duty, resulting in the death of innocent people. There was no way Garen could have done nothing. However, most people sentenced to climb mount Targon simply choose to leave Demacia and start a life elsewhere. Garen easily could have executed Taric for his failure, but recognized he was a good man and gave him a chance to start over.

Yeah, but even Taric knows what he did was wrong. Further more no one, not even Garen, expected him to actually climb the mountain because most of Demacia even believed the name of the trial was symbolic in modern times.

So by all counts Taric going up the mountain was like 85% his own doing.
