It's funny because Urgot actually wants to be dead (and have revenge) so death and or beauty can be swapped for context.

Some of his lines are saying living the way he is is absolute torture...

"Eternal Life... endless torture" "Existence is torment" "Death is the only escape" (granted this could either be taken as his victims only way out is by his hands, or that his only real escape is his own death)

He only lives out of self need for vengeance on Garen.

He was the high executioner. While one could interpret such as you did.

He does not explicitly state that he is suffering from endless torture. That his existence is torment.

I also do not care too much for the revenge on Garen thing. I am much more interested in his shenanigans with Viktor and Zaun.

I suppose one can interpret as you have done, but I find it queer that one who wants to keep living, fighting, regardless of his own well being would turn into such a stick in the mud.

With my interpretation in mind, perhaps Urgot is a masochist + sadist? Or perhaps this was some flippant VO direction on the writers part.

You know, before you go and correct people you might want to actually read his lore.

In recognition of his service, the executioner's remains were remanded to the Bleak Academy for reanimation. A lifetime of abuse, however, had left his body in a catastrophic state; proving problematic to the necromancers' craft. Professor Stanwick Pididly, the prevailing scholar of Zaun, offered a solution. Within Pididly's laboratories, a nightmarish new body was forged for Urgot.

Now as much machine as man, necromantic energies coursing through his metal veins, Urgot searches for the man who ended his life.

It's not that he refuses to die, as much as he was forced back to life.

Why not throw himself off a cliff or aim the high-energy canon at his head if this were the truth?

I'd say him being given life again, the function, eclipses the form. I believe he is satisfied just being back.

Because he has unfinished business with Garen. He wants the man who took his greatest moment and turned it into a colossal failure dead.

I can see that. They would need to add more to his character than that though. The question of what do you do now after you get revenge. The whole Joker kills batman, and now Joker shuts down.

First of all Noxian values. Look at these guys, Kled Sion .

Both these men were not afraid to loose their life in combat. Urgot was the same. He was so driven that he had a scythe grafted to his arm to continue his work.

Sure he was forced back to life, but I am saying this is right in step with what he would have wanted.
