Well supports are pretty bad in soloQ after all... what they do is usually set up plays... but if nobody takes advantage of the opportunities and utility the support provides... well there usually isn't much they can do...

There is a big difference between "can't" and "don't", normally the support gets sub-par support items so they can actually do things without taking your CS, because I can assure you it's much easier to aim abilities and auto's at minions then it is to aim at enemy champs.
