I think it is time to bring back 
as an ad assassin item.
I believe this will help ad assassins dive a bit more easily and give them the early game boost they deserve. Furthermore diversify 
options.
Now, I know what you are thinking, "but guy man, most ad assassins i know, that are suffering right now are crit based like yasuo, tristana and caitlyn". And let me tell you, I've been thinking of a good solution for that too.
So basically we are going to need 2 items
+ 
= 2800g
Passive: point runner Passive: gain 0.1ad as lethality upon killing a champion, cannon or large monster(for 30s) Active: Disables all nearby turrets
+ 
+ 
= 2800g
(upon combining gives 20% crit chance) Passive: point runner Passive: movespeed upon attacking (not reduced for ranged) Passive: doubles crit chance Active: Disables all nearby turrets
Of course the details can be changed but bringing these items imto the game will balance out the game to a more playable state

Personally I like the idea on paper, but not in the game. Having another reason for towers to be useless is not smart...
And if ohm is ever good it will be abused by everyone
