Would you rather try to cross the desert with Rek'sai hunting you or be in the Bilgewater during the Harrowing?

I'd rather be in the Harrowing. It sounds significantly more survivable than a trip through the Sai.
The Harrowing lasts for several hours at most. Miss Fortune and her crew managed to make a decent defence using mundane weaponry, so the Harrowing isn't a certain death sentence provided you can stay away from the nastier undead like Thresh and Hecarim.
Crossing the Sai would take days, possibly weeks. Rek'sai will find you in a matter of minutes. So far, in the lore, the only people who have survived an encounter with Rek'sai did so because Rek'sai didn't care about them. If Rek'sai is actually hunting you, you're screwed.
Plus, the Harrowing has a silver lining: even if you die you can still join in the fun next time.
