Way back in the day of Generation 1, Charizard, Garydos, and the Dratini line were all considered to be dragon type, however, Charizard, was changed to Fire/Flying because it was deemed rather unfair to have a Dragon type starter, and Garydos was changed to Water/Flying because, evolving at level 20, would be too early on to gain access to a dragon type. No other generation 1 pokemon look enough like a dragon to pass as a dragon type, so they just left it at 3 Dragon types all in the same evolutionary line

They aren't. Dragon types are SUPER overrated. Sure, Dragon types have high base stats, but the only type Dragon is super effective against is ITSELF
