Oh, yeah. That's another thing that separates the good from the bad Shen players.

His health is at 0.
Took me a long while to get it too.
The 'Lag on point' comment at the top was what helped me figure it out.

Holy crap is that a Shen meme? In 2016?
Yes, Shen fans still exist...
Yes, I know. I am a Shen fan (or at least was before his rework) and had almost 100k mastery on him. Now Shen himself is a meme because of how bad he is.
Shen is freaking awesome, what are you talking about?
I know he can be strong, but his playstyle completely shifted from what it was before. I enjoyed being passive and just farming while looking for ult plays, and now you're encouraged to all in your lane opponent every time your taunt is up if you want any hope of not getting poked out or out sustained. I don't know. I still love his taunt and ult, but being encouraged to be more aggressive than old Shen just doesn't fit what he's supposed to be in my eyes.
I think old Shen's problem was just that: he was too passive. His Q was ok, but the only parts of his kit that made me fall in love with him were his E and ult. Now you have more ways to protect, to duel, and to soak damage than before. He has more counterplay than "have more sustain than him," and you actually can duel bruisers because of his %HP damage boost from his new Q. Skilled Shen players are rewarded far more from calculated, quick plays than before, and Shen actually feels like a tank than some awkward semi-drain tank.
To each their own, but playing aggressive in top lane actually works against ranged laners now, because before playing passive would mean even losing to Nasus early on.
I understand where you're coming from. It's just that Shen's identity before was to protect people, not duel people. What happens if you're dueling an enemy champ and all of a sudden you need to save your bot lane from dying? Old Shen didn't have that problem, as he was usually frozen in front of his turret and could back off to get a safe ult. If I wanted to play an aggressive tank, I'd play someone like Renekton or Darius, not Shen.
His old kit worked well because it focused on his ultimate as the centerpiece. His Q and W allowed him to sit back and farm safely while constantly looking at the map to see if the team needed help. Now, his Q encourages aggressive play, and while I like his W, its uses are situational especially when fighting lots of ability based champions.
I think Shen is still fine balance wise, but I just feel like they tried to ad too much to his kit just for the sake of change. His borig kit worked well because he was a champion with a high impact global ultimate. Look at Twisted Fate. A passive skill that buffs every third auto, a simple skillshot, and a point and click damage/utility/stun ability. His kit is simple and it works well in contrast with his ult because he's focused more on macro play around the whole map.
Sorry for being a bit ranty. It's just that Shen was the first champion I ever bought (without a friend telling me who to buy) and who really got me into the game and helped me learn. Just a bit sad that he feels so different now I guess. I never play him anymore. He just doesn't feel right to me.

I see where you're coming from as well, but allow me to correct you on one thing: Shen's identity has always been a dueling tank who can also double as a warden. Now he fills that niche better, with health-burning and damage negating tools for dueling and an AoE dodge in place of his old selfish W, which was a "press W to get a shield." As somebody who learned how to play the new Shen through countless hours of training, I can say that while his Q seems to promote aggressive play, you don't need to use its second buff every time. Weave autos while farming to whittle down you opponent, use it when your opponent jumps on you to punish them for aggression, and snap it on for a quick shield when you see incoming damage. I usually play Shen passive-aggressively, meaning that I don't mecessarily keep all-ining whenever I see the opportunity, but still manage to fight my opponents while farming. This way, I can control the tempo of the lane and keep it slow enough so I can scan the map for allies in need. It takes practice, but it ensures that nearly every lane is yours.

I felt the same way once, but I got past my disappointment and played him because his E and ult, my favorite parts of his kit, were still there. Best decision I had made that month since Shen became my main once more, because he is so much more fun and has so many more outlets for skill now.

I think the boring kit is why he was an issue. There wasn't much room to work with him, and his laning phase was incredibly unhealthy with the sustain on his Q, which is why they nerfed it to garbage numbers to keep him down.

I know how you feel. Sometimes I get sad when I can't throw a Q at an enemy running away to finish them off. But as a Shen main to another: play him. It may be awkward at first, but if you really try to play him with a flexible mindset, you can learn him pretty quick and learn to love him. Hell, I've survived a 3v1 gank top under my turret at half HP, getting a triple kill. The possibilities are endless, man, you just have to try.
