Vlad is the poster boy for league nerfs. Irelia may be the meme, but vlad was the king.

???????? Yes, lets forget that the champion is utterly broken in both mid and top as well for a long time now.
Vlad has been grossly overpowered for the last couple patches , it's getting addressed just now simply because it's become way too obnoxious (and executioner's calling hurdurrdurr is NOT a valid excuse to not nerf him , it does shit to stop his permawaveclear and insane E damage in general)
He needed a nerf anyways.
Or also because Vlad is broken in Mid and Top.
He was too good way before the adc changes and then after them he just became insane in the bot lane

There's actually a bit of a rock paper scissor thing going on right now, where divers beat adcs, brusiers beat divers, and adc beat bruisers. It's that really big diversity that people are loving and is why adc is still being played in bot despite the changes. Hell, even mages as the adc have worked well.
Vlad doesn't fit anywhere there. One's rock, one's paper, once's scissor, and Vlad is Volcano. Volcano beats all.
As many people already pointed out, Vlad's nerfs arent related to bot lane. He has been strong as hell for quite some time now.
