A power spike is the moment when you get a level or item that drastically improves your power levels. For example, Vayne gains a massive boost to power as soon as she completes item 3153. So even though a short period of time passed, Vayne before she gets BotRK and Vayne after she gets BotRK are very different. This sudden boost to power is called a "Power Spike"
