How expensive is Draven Draven?

Have u ever noticed that Draven Draven is 90 percent off? https://imgur.com/90jBv2h It simple math, if hes 90 percent off right now and he's 500 RP now, that means he's 5000 RP, I'm pretty sure riot would do this, but WTF it's more expensive then getting ripped off by buying a legendary skin, oh well if ur a draven main then u probably already paid 35 dollars or so on that one skin at the beginning of 2015...
