To be fair, it's only after my laner is fed to where we can't take them alone, even if we had Challenger-like skills. Plus, usually it's the at-risk tower that we're being bullied under.
I don't like this the because in most situations he ends up making it worse because now you have something like a 
free farming while your helping snow ball your bot lane. I'm not saying camp the lane thats behind,but you still need to help especially if your laner is undertower there is now excuse there.
Well, I main jungle, and I don't gank a lane that's feeding (what every jg guide has told me).
Think of it this way:
Jungler: Natural Selection Lanes: Stuff
ONLY THE STRONG SURVIVE
