I can neither confirm on deny that fact because I am not Riot, but I believe(and I may be wrong) that they usually do skins for champions they can work skins around with easier, so ideas that work, are coherent, and the kit looks good with the skin. Illaoi is buff tentacle lady, what kind of skins work well with her that psychopath pistol/sniper with weird flower mines doesn't?

Blood moon illaoi would work too, especially since she has an ability that pulls out a spirit, which seems like something a demon would do

Fair enough.

I don't want to argue with you, but the fact remains the skins will have to deal with the fact it needs to incorporate tentacles, but bring new effects/design the other skins don't already have. Or just be a 750 one of pirate Illaoi.
