They dont want to make good skinlines for unpopular champions not because of how much money they wouldnt make but because it would bring more attention to how broken and or useless those champions are. Thats too much work that riot doesnt want to deal with so they need to keep them in the pit.

Seriously, they could have solved a lot of this by going with a "Virus" or "Malware" group as a sort of antithesis to Program.

Champions like Twitch, Cassiopeia, Singed, Teemo, Warwick; anything that shows itself as broken, corrupted, or with the intent to cause such statuses. Even Jinx would fit in nicely with said aesthetic.
