It's a flex pick too, enemy team won't know if you're top, mid, support or even jungle.

Haven't really played vs Shen as Quinn, I don't really see him picked that often, it doesn't seem like he really has the burst to kill a Quinn before the taunt ends and she can E to get out of melee range, maybe if you have your jungler come in you could set something up but other than that it seems like it wouldn't be too hard to poke Shen down to the point where an all in would be too risky.

But he has more early damage because they moved it to his passive. They also buffed his Q damage, and his ult makes him appear at his destination much faster.

Its on his passive now, its a huge buff to his solo lane now as he gets it from level one and it scales with his total hp, not just bonus.

i'd rather face quinn than vayne...
