Health cost champ cant kill themselves with their spells. Once they hit danger low health, the spells become free to cast.

E costs flat health, W costs 20% of current health. He could only NOT cast it if he was at 1 health, and even then he might have been able to (I haven't test that I'm not sure)

According to the wiki (this might need testing);

These champions use their own health to cast some — or all — of their abilities. Champions can never kill themselves due to ability casting, as their abilities become free at critical levels of health. While these champions can cast their abilities more freely than most, their disadvantage is that frequent ability usage will bring them closer to death.

I can state confidently that, at least as Mundo, I have been blocked out of using spells because I didn't have enough health on several occasions. Unless they have changed this in the past year or so, it has to be wrong, or some champions follow it while others don't.

Morde's Mordekaiser spells become free when he is super low. I was playing hexakill and used q and e to farm after a fight to get gold for next item.

Actually, you can't cast the spell. There is no such thing as "free"
