they dont want much more abusers of things like protobelt, where you get free damage+mobility, just in 1 aspect of the item, while the rest of it gives you survivability, damage AND CDR. along with the ult buff, it trebuchet'd kennen into such a fantastic dominant pick. riot are right to not release as much "fun" items like protobelt if they dont wanna worry about the most predictable balance issues
