Early Sales

Hello Fellas, I wanted to ask when is High Noon Lucian gonna be on sale,because after the discount updates for 2019 No legendary has been seen in sales in the shop since the VS skins. Now the problem is that High Noon Thresh and some other odyssey skins have already been on sale since 6 months have passed since their release. High Noon Lucian is a skin i've been waiting for so long because i really like it,and No i really don't care about PBE servers. I'd also like to get warned for Early Sales so that Riot is organized and doesn't just pick some random skins and leave others from their 6 month release sales,i find it very lazy. I'm opening this discussion because after those RP changes i can't buy HNLucian with the 10 euros i've been saving and the other 300 rp i had when i bought other skins and i HAVE TO wait until his price doesn't slow down..
