5.5s with 45% cdr. 10 sec with no cdr lvl 5. You have enough time to react in 6 seconds.

There was a time where the cooldown of rank 5 playful/trickster was 8 seconds, 4.8 seconds with 40% CDR. Now its 10 seconds, 6 seconds with 40% CDR. Much more bearable now, but it still rivals the cooldowns of many other midlaners.

He is honestly not that bad at least I do not have much of an issue with fizz. Heimerdinger is so much worse in my opinion. I do not really play mid much, and I have not really played against fizz players that much lately so maybe that could be why I do not see him as an issue.

As a jungle main I find it either hard or very annoying to gank an enemy heimerdinger. The turrets are such a pain and even if I kill him I might die after to his stupid turrets.

Last Heimer I faced rued his fate... I was Voli and all I had to do was press E and fear his turret nest. He didn't last long.
