With your logic, every time a champ gets a new skin, they should get buffed. It doesn't matter if they do or not, the fact is that it is not a real reason to buff a champ.

Parallelity1 votesBecause her passive is based around using her abilities, and her abilities don't do a whole lot of damage, so the passive is needed to make up for it.
