Same really, I compare the most popular with the highest winrate and look at popularity and winrate of both. Sometimes the highest winrate is a deceivingly niche build.

I like Q first, but I think it's matchup dependent. If you're against someone who can semi-reliably land Q on then it's obviously best to level first, but is also just going to be an easier matchup overall so it's not a fair comparison.

Maxing E actually isn't bad, but Q and W are better imo.

I don't like W anywhere. There's always a better option, and you can max W second so that you make better use of the health you've started to build.

W is better when you're fighting a stronger laner (e.g. Illaoi, Darius, or somebody who counters you like Fiora) since you can always win trades but you wont do as much damage.

I have trouble seeing how W would help you win a trade against Darius as Sion. If you get close enough for the shield to hurt him then you can be apprehended, bled, and dunked. I play more Darius than Sion so I might be missing the nuance but generally when an immobile tank gets close to me as Darius it becomes a kill or be killed fight.
