With the old 
he was never to be considered support but with these new changes he has a semi-global tp, still has a root and he has a moderate supply of mana. I feel he can be a low - mid tier support if played correctly. Any thoughts?
You also forget his q and e. He would steal all the cs, it is already bad enough that most adcs tilt because of 5 minions. Imagine it with Ryze, he would steal half the wave without trying.
He's farm reliant to support, but if you don't mind behind horribly behind in favor of a decent CD and Root then yeah.
the root no longer resets its cooldown with other spell casts, his only other utility is his ult, other than that he is pretty farm reliant, not really cut out to support
I think I will try him as a support, probably won't go well, but playing apc usually boreds me and I'm kinda bad at this role anyway
He does needs farm, but it'd be real funny if the enemy team plans a coordinated dive and he just ults the adc and himself away. It'd be as troll as Sion ult.
