With the old 
he was never to be considered support but with these new changes he has a semi-global tp, still has a root and he has a moderate supply of mana. I feel he can be a low - mid tier support if played correctly. Any thoughts?
Mad King Hades1 votesYou also forget his q and e. He would steal all the cs, it is already bad enough that most adcs tilt because of 5 minions. Imagine it with Ryze, he would steal half the wave without trying.
CoolKnightST1 votesThat depens on how you are going to build him. When you max R>W>Q>E. The waveclear would be minimal. Mostly because the bonus root duration provided by E doesn't scale with ranks. So for the first 3 levels it's actually decent. And after 6 he probally be will roaming more with boots of mobility, talismen, frost queen or cdr boots. I don't think you will have to see him as a damage thread when playing as support.

He would still have lots of damage not enough damage to out damage a mid carry but enough to out damage an average support and adc combo through their utility with his adc. thats almost as stupid (not calling any one stupid ) as where i took Nasus bot because he has an 80% a slow that has an attack speed slow attached to it and has a armor shred on his e but i was only able to q farm when relic sheild passive was up but my team expected me to do as much damage as a top lane free farm Nasus people can't seem to shift expectations for the role that the person is in. The goal wasnt to do abunch of damage my self it was to bring Nasus' powerful solo lane utility to a place were 2 -3 people could use it and if the game went on super long i could have built up respectable q damage where regular supports fall off the face of the rift.

still used commonly as supports with only one form of utility (granted, Veigar's can be a team-wide stun, but still).
Vesarixx1 votesBrand has a lot more damage that's independant of items than Ryze, so he still deal damage on a reduced gold income
Veigars stun is a lot more useful for a support as it can hit multiple people or control a large zone while it is up, it is also a lot safer to use since it has better range, the recent changes that gave veigar AP when harassing in lane and added an execute to his ult also helped his support capabilities
Ryze on the other hand has the ability to root a single target for 1-2 seconds, requiring 2 of his spells to get the full root duration, after that the only thin he has for follow up is his Q, he doesn't really have enough up time on the root to make it worthwile, there are a lot of supports that outclass him in CC and utility as well as a few that outclass him in damage. It would be a lot better to keep him as a top or mid laner, if you do take him bot it might be better to have him paired with a support so he can scale up.

Vesarixx1 votesThe problem is really just that he gets out classed as a support and cuts his effectiveness compared to Solo lane Ryze, plus if he buys a 
he loses an item slot, which doesn't do any favors for a champion that heavily based on dealing damage. You can play him as a support if you want, but there are a lot better options available for the role.
LordGeovanni1 votesif you put any champion as a support their efficiency will be cut in compared to a solo lane and that should be an understanding when you have a champion go as a support how do you expect a champion to do solo lane damage if they have 2 less spaces for damage items and no farm. the premise of taking ryze support is when it was brought up is to kill your enemy and not let them escape with your damage higher than other supports and a sure targeted root that can be made to be extended in time
