It actually takes a full 9 camps to upgrade, since you have to accomplish it 3 times and each time requires 3 enemy camps.

So yes we are switching jungles.

Is the 9 camps thing on the pbe? From what I'm seeing, it still just needs 3 large monsters from the enemy jungle.
