That's not a bug with Warwick, that's how Shaco's Q works.
Think about a slower example of Ezreal's E and some CC. Ezreal can press E, the CC lands, then Ezreal dashes and is CCed in the new spot.
Shaco's Q works the same way, blinking after a delay. Warwick's ult is the DoT CC in this case. It's working as intended, and if a change were to happen it would be a change to Shaco, not Warwick.
