Why Brand just two skin?

Brand has four skins in NA as well. Some skins are considers Legacy so they are only available during certain events. Cryocore and Vandal Brand are available year-round. Zombie Brand is usually available during Halloween, and Apocolyptic Brand is available on occasion during special events.

But Brand is old champion...2 skin can buy,than nobody want to play him...

My English is bad,i said brand long time no skin ,& just two skin only can buy...

I think its because riot doesn't know what brand players like.
