The answer is simple on this one. It's because

It's not a terrible design overall, it's just overtuned. Nerfing her cooldowns and mana costs would make her reasonably balanced. Burst damage from an AP type is perfectly normal, what makes her OP is her ability to spam her combo multiple times per wave without punishment for missing. Also maybe make her blink keep her in position longer so she can be targeted before blinking back.

That and why the crap does she have klepto?
