Well, to be fair, a tank isn't very tanky at level 1 and their abilities deal decent damage because of high bases.
No such thing as a level 1 tank.

Poppy? 50% damage reduction at level 1. Tankiest at level 1, no question.
Taric vs Taric. We heal for like 500-700 health every time we use Q and deal 20 damage with each attack.
