Looks like a Quaker Parrot to me. I used to have one, they are cool little fellas.
Their vocabulary is limited and lots don't speak at all, but I did teach mine about 5 phrases. He was not very politically correct. The only two I can write on here were "Love you", and "Whatcha doin?".
