Have you played a game with the new champ yet?
To be brutally honest, Ivern is outclassed in every role. His early jungle is way too slow compared to the current power picks, and his ganks are rather questionable as he only has one root and little damage to work with. Not to mention he is very vulnerable to counterjungling, especially at level 1. As a support, Nami and Karma are easily able to get your divers in their backline without having to hit a line skillshot through beefy tanks, and they protect your ADC much better. If peel is desired, most other supports have CC on-demand rather than having to wait for Daisy to smack someone three times.
His only real niche is being able to make bushes for some champion interactions, and the ability to share buffs. Giving your top lane/ADC a red buff might be useful, but I don't think it's enough to warrant picking him over someone with better early pressure.
