As a Teemo main, I can confirm this. She just resorts to bashing your soft little head in with her Q instead.
It happened one day in the top lane as Illaoi. I was playing against a Teemo and managed to land my E on him, but something strange happened. No soul came. In fact, I saw my own soul in front of him, draining into his blowpipe and healing him, creating purple health for what exceeded his maximum health. Then, I heard in a demonic voice...

Teemo stopped being devl/annoying few years ago. There are far worse champions. You're late to the party
