He's blind, that poor man could hurt himself if he walks that fast in Summoner's Rift. There's so many dangerous stuff around him and it's best for him to be slowed down so he doesn't hit a wall or step on scuttler crab.

Riot should make his movement speed 25 but give him an unlimited range Q. His ult should also become AoE and knock all targets back. 
Riot should nerf his base movement speed to 280 and give him kalista passive
