This is actually how I got my first "leave buster".

The game sat at the loading screen for about 7-8 mins or so.. (usually only takes like 2-3 mins to load). Wondering what was taking so long, I restarted the client and BOOM, the game was already 11 mins in.

It wasn't just me that had an issue tho, 1 or 2 people on the enemy team were constantly disconnecting and one of ours never connected at all.

So it was like a 3-4 vs. 4.

Even though we won, I still got a "leave buster".. though I'm not sure what that's supposed to mean, considering it was Riots servers that screwed up, not me or my ISP.

When they first implemented the leaver buster, I think everyone got an afk message after their first game they left or dced during. I remember dcing from an aram for the same reason, the loading screen was frozen and I didn't notice until like 7 mins later. Unfortunately, we lost and I got the message even though I reconnected for the last 10 or so minutes. I never had a history of leaving games before that, nor any warnings about afk, so I just assume it was a message given to everyone after their first leave.

yes it was and leaverbuster doesn't care if you joined in the last 10 minutes lol as long as you were afk for more than 5 minutes at a time, you get smitten

Will I suffer some sort of punishment if the servers derp again?

from what I've read and seen friends experience when you're afk for more than 5 minutes at one time in a game the system flags you if you do it consecutively in a 1 or a 2 week period you get put in low priority queues which basically means you have to wait in queues for 5 minutes before you join queue

after that if you're flagged at all during that period first the amount of low priority queues you is increased then the duration from 5 > 10>20 I haven't seen or met anyone that's ever gotten higher than 20 and after that if you keep afking the you get more and if you decline or cancel queue you have to wait again
