Did anyone see this strange item called the Stat-Stick of Stoicism?

I saw this item while trying to update an item page for one of my champions. Unfortunately, as cool overpowered as it looked, it's unavailable anywhere in the Rift. I just thought that this was a hilarious item to look at and I just saw it now, so if anyone else saw this item previously, please bear with me since this is really new to me.
