Scripting? Or Just Really Good Aim

That....that's not how scripts work. Scripts are having an algorithm aim for you, not changing how things hit.
Xerath's hit boxes are a bit out of the indicator, part if it may be inaccurate visuals, part of it may be the way skillshots "lollipop" at the end to check for targets (that's how they're coded)
The blue box is likely a spectator bug. There's been times when all the minion auto attacks come out as flash icons.
