Riot Please don't make this stupid changes for Rakan you destroy him like this at least if it's true and you want Serves players make vote to do this changes or not there is alot of champ op more than him comon his win rate is 46% and his tier is D just let him
Rakan is already basically a dead champion in solo queue. His ultimate is way too strong and versatile in pro play for him to ever be a strong pick in regular play. I assume the aims of these changes are to take away from this toxic combination to allow them to put significant power back into the other parts of his kit.

But they're buffing the shit out of him in other areas. Especially his W, but also all his defense.
The fact that they are even looking into these changes proves Riot has no idea what is going on. The ONLY reason Kennen is surviving the meta right now is because of Klepto. Nobody ever maxed E or would even start E previously in the past. What made him such a good top lane pick historically was his poke damage from empowered W, which not only was gutted, but so was 
, oh and so was Eletrocute, oh and his ult basically just tickles now after they trimmed that down too. Right now sustain is superior in the top lane so even if he does auto attack said champion from range, they just instantly heal back or it doesn't even make it past BonePlating/shields. Poke is not a viable option anymore. 
alone pretty much shuts down his entire kit.
Without Klepto the only other decent alternative is Phase Rush. Which only helps his survivability (defeats the purpose of being a ranged vs melee because you still have zero harass and pressure like he always had traditionally). No other Keystone gives you a free +1k gold advantage pre 10minutes, Klepto is the problem. Wanna know who else abuses Klepto?
