The worst champ in urf ?!

Not sure who agrees with me but I think kayle is probably one of the worst urf champs. Early game is even weaker compared to those who use the urf buff in a better matter. Obviously when she hits 6 and up, it does start to become a bit better.

Does anyone else agree if you tried her? ALSO who do you think is the low tier champ in urf, so i can be aware.
