Should anyone be able to queue up for ranked games regardless of their skill and game knowledge?

I wish Riot would create a way to restrict all people from queuing up for ranked games until they prove that they have the game knowledge and basic skills to play ranked games. Like sport tryouts not just anyone gets to play competitively until they are able to perform at a certain level of skill and knowledge.

I think there are many ways to achieve this such as before queuing up for ranked you have to pass a simple game knowledge test asking you easy questions about the basic idea of what each roll and champion in the round are expected to do to help the team compete for a hopeful victory. After you pass that test you should be tested in a few rounds of normal games to test your game performance. I don't think you have to win these test games you just have to pass certain things that Riot could even tell you they want you to do in these tryout games. Maybe end the game with a B- or better score which I think is very easy. Some way to easily show you have some skill and knowledge before you queue up for ranked. And then the last part to this idea is that each season all players have to refresh this just in the case of people selling or giving their accounts away to unskilled players they still would have to pass these tests each season.
