high ping and low frames rate

when is riot gonna fix these problem that were created after patch 9.2 mostly because i have been getting high ping and low frame rates forever now and it isnt just me lots of people are facing this problem , streamers from NA specially yassuo and shiptur and many more eu as well complained about frames dropping , i am from pakistan and in pakistan all of us usually play on high ping if you compare it to european countries but we still dont lag or get disconnected like we r doing now , like before we used to get like 188 ms to 200 which is in green zone and games runs smooth( yeah everyone from western countries might be thinking who the heck can play on that ping) we do but not now . it seems like our ping has spiked like upto 350ms which isnt ok and we cant even play at that ping , help resolve this issue please ,
