Sounds OP but that's what tweaking is about right? I don't know if RIOT looks at these boards for any champion ideas but I was just taking a shower thinking about how I hate poking in LoL and then started thinking about this.

R: insert name here (maybe Titan, the guardian) channels for 2.5 seconds. Upon completion of channeling, Titan suppresses himself for 3 seconds and deploys a defensive zone. Upon activation of defensive zone, Titan's bonus defense shoots up 400% and falls off at 15% a second after 5 seconds up to a total time period of 29 seconds . Titan's defense can fall down to -40% (i.g. 100 bonus armor ends at no bonus armor and -60 armor from base stats if titan uses the whole effect) while in this mode. While in this mode, Titan cannot use any of his other abilities. Anyone inside the zone takes 30% damage from skill shots while titan receives 70% damage from skill shots (anytime Titan gets hit by a skill shot, he takes 100% damage. If a team mate gets hit by a skill shot, they take 30% while titan takes 70% - this doesn't apply to creeps). While in this mode, Titan's movement speed is reduced to 20% of his base movement speed. Upon deactivation of this move, Titan's speed increases to 220% for 4 seconds. He is immune to CC while he has this movement speed boost. However, his negative armor (or how long he kept it up till), persists for 6 seconds after the defensive zone drops. All allies within defensive zone upon termination gain 160% movement speed bonus. With the exception of titan, all movement speed bonuses get cancelled upon taking damage from champions. 50% of the damage sustained by Titan gets released into Titan's next ability.
This was such a long winded ability but I really just wanted to spout out some ideas that hopefully Riot can use to fight poking lol. I set up Titan the way I did because I simply think this allows the enemy to be offensive against Titan if they want by coming into closer range than usual. The only enemy who I can see stopping titan's siege mode "safely" is Janna with her long range tornado. I was thinking about making him invulnerable to cc while in defensive mode but most cc requires you to be pretty close in order to activate it, meaning that at least ONE of the opposing "pokers" have to be in the danger zone. There are downsides. If you keep this ability on too long, you start losing armor and magic resistance. Also, the huge boost that you get after the ability is done requires you to be decent at dodging skill shots or you'll end up down ONE ultimate and still not engaged on the enemy. I figure one of titan's basic abilities can have some sort of aoe slowing effect so that he can slow the people (pokers) around him while the rest of his team catches up with their lesser speed bonus. While in the defensive zone, allies can still take damage so that shouldn't be too bad.. What do you guys think?
