no i do not mean CDR i am talking an item like {{campion:26}} zilean w just reduces cooldowns by said amount. or something like the kat passive conditional when something is done but the idea of an activated item that can reset your cooldowns could really get someone out of tight spots.
Some abilities have long cooldowns for a reason. Imagine Zilean got that item, he'd have virtually no cooldowns when combined with his w.
the problem with this item is, as a flat cooldown item, it would allow lower cooldown abilites to remove the cooldown entirely.
Imagine if you will Fizz with the ability to reduce all his cooldowns by eight seconds.
