[Champion Concept] William - The Avenger of Bilgewater
This is a follow-up pirate Champion that has been announced/leaked by ARRR - A new pirate crew arrives at the fields of justice?
###Lore
"At first glance a pirate is nothing but a drunken scallywag - But at second look you're already dead." - William, the Avenger of Bilgewater
"William Deadbeard, the Avenger of Bilgewater prepares his gunblade in every second of his life, to be prepared for his eventual doom. Like a hunter that fears the prey, William does not hold a grudge against his opponents but doesn't either take a liking to them. Unweary and with a strong resolve, William is one of the dangerous pirates on the salty sea who brings fear upon these who call his name.
William was a mere child when he moved with his parents from piltover to live in Bilgewater and help with the progress of its nation to become a strong and reliable country for Valoran. Unfortunately, the people of Bilgewater did not wanted any help from outsiders, no matter how lost their hopes were. In fact, pirates attacked William's familiy and murdered them for their mere existence in Bilgewater. William, the only one who survived the assault, saw the face of the leader who commanded to murder his parents.
As William was a teenager, he carried the weapon of his father who developed and built the Gunblade, which was since his father's death his only tool to survive. When William saw the face of the killer who murdered his parents, he attempted to assault him - Unfortunately, many loyal pirates grouped together before William was able to reach the murderer. Their loyalty was impressive to see, but for William it was nothing but time waste for the inevitable punishment. William almost destroyed half of Bilgewater city when William eventually was captured and imprisoned for vandalism and murdering.
Self hatred and despair battered in William's head for knowing that the killer of his family is walking freely while he was being captured. His hate obscured his mind and for a moment he thought that there was a hole in the prison cell where he was imprisoned - Fortunately, there happened to be a devastating blow that opened a hole. It was neither a friend or foe, but someone who gave William a helping hand. Together they joined and sailed on a ship through the seas to search for the murderer of his parents, Vincent the Shadow - Which had been killed by his own son
who then became the captain and deprived of William's revenge.
And a new target has been set for William - The Fields of Justice, where Gangplank awaits for his punishment."
###Appearance William looks similiar to Squall from the Final Fantasy series - but with a more pirate like appearance, but not too much of a difference between. Right now he isn't the typical pirate everyone knows, but joined under the conditions to be a pirate to kill Gangplank.

###Champion Explanation
- William is the son of two famous explorers who have been killed by the father of Gangplank for various reasons. Unfortunately, Gangplank killed his father in order to rule over the ship, which makes Gangplank the only target for William and his wish to revenge his parents.
- The reason why Bilgewater could never establish to be a city worthy to join the Institute of War was particularly because of Vincent the Shadow, Gangplank's father, who murdered those who tried to unite Bilgewater to become a part of the rest of the world. However, due to Gangplank's new position as an captain of the fiercest and most dangerous ship, he does want to unify Bilgewater despite of his father's wish.
- Though Gangplank didn't kill William's parents, the pirate codex says that debts are never redeemed through death, but carried to the last living person bound by his blood. That's why Gangplank must fight against William as same as William must take Gangplank's life for what his father did to him.
- In the Lore stays that William has been freed from the prison by a particular person - It is the leader of a new ship with new members who try to fight against the idea of uniting Bilgewater to become a part of the rest of the World. Though William's parents worked so that Bilgewater becomes part of the rest of the world, he doesn't believe of the worthy of those who live in Bilgewater - He spits on them and does not wish them to join the rest of the world.
- In Kate & Kane's lore a boy got almost killed by a pirate - that boy was William - since then they are friends, but don't talk very often.
- William is best played on top or mid - Theoretically he can be played on bot lane as an marksman but can't offer everytime ranged attacks.

###Concept Explanation & Personal Opinion
Well, what do we have here? A pirate - atleast that's what he tries to be. Though he seems to rely on his technique and weapon similiar to an scientist of Zaun/Piltover with a urgent feel of enlightment. Blood is thicker than water, huh?
However - William is a strong bully who can be very scary in both ranged and close combat. His whole kit is solely based on close or mid-range combat - He can do two short dashes in quick succession to initiate and leave once he dealt damage, similiar to current Kassadin, but without a permanent dash - once executed or failed, William can get struck.
William's Passive is more or less an extension of his kit that forces him to be close ranged. He can farm and attack and poke the enemy Champion, which makes him both on top and bottom laning phase a good pick, but not the best though.
His Q gives him the ability to go in and out like I said above - The trick behind is that William is able to use his E while in dash so he can actually shoot right in front his enemy target or when he escapes - No current Champion is able to dash and execute a skillshot simultaneously (lucian doesn't count :P).
W's pretty much one of his strongest abilities which can give him for a very short window of 0.5 seconds the ability to deflect basic attacks and ability projectiles - though hard to time, it is much harder than you think. You still have to use his W in the right moment when it hits him rather than when it is in mid-air. Although a ability that has high risk and high reward, the secondary use of its ability is also to deal basic attacks on enemy targets nearby.
The E might be similiar to Ezreal's, but Ezreal's Q can't critically strike and Ezreal's Q is his main ability, because one hit with his Q and all of his ability cooldowns are reduced by 1 seconds, which is very important in order to work.
And lastly the Ultimate which many might think it could be overpowered - I would say yes and no. The damage overall can be about 160-240-330 (not exactly, but base damage without ratio) for a full 2 seconds suppression. In 2 seconds, enemies can stun William. But for countering, William can actually hit again his Ultimate on a enemy Champion but only if the Champion has been marked with his basic attacks before he started the Ultimate. Otherwise it will stop. The greatest thing though is that he can activate his E while he suppresses his target - While the blade of the Gunblade is stuck in the target, one shot and the target receives more damage, which also increases the health gain - all in one a great ability when William is in sticky situations where his health is low. In Order to lock a target with his Ultimate, he needs to first attack the target with a basic attack.. but.. As he's a melee, basic attacks won't go easy on his targets - but with his innate passive it can work pretty awesome.
Over all William is a brilliant assassin/fighter who can bring up high damage in short time when he's cornered or if given the chance to go in close combat. Strong against tanks or fragile ap mages (Malphite, Shen, Veigar, ecetera), weak against offensive tanks and fighters and especially against other Assassins (Riven/Irelia/Vi/Kassadin/Le Blanc/Fizz ecetera).
