Possible solutions for toxic players?

I know its easier to mute them and not type at all, but what about the people who don't want to that? Not everyone can do something like that... Especially if its certain people who decide to "troll" by being negative toward everyone on the team and even on the other one as well. ..Its one thing to have bad days but what about the people who do it almost every game and even when you ask them to stop it they still do it over and over? I was thinking to have possible ideas Maybe give those players who just want to watch the world burn by giving them strikes/chances to see if they will "redeem them selves" or you can be super harsh I know its impossible to moderate every single game but why not have a rito member come in as a spectator but a live one and possibly pause the game to settle the disputes, They can give them strikes/chances to improve their behavior but the tribunal doesn't feel like its enough.. I understand it isn't fair and life's not fair and not every game is like this, but so far It seems often there is constantly rage between both teams in many games

Anyway for those strikes/chances strike 1- moderator comes in (not being an actual summoner, but in the chat to mute for lets say 20 games or so strike 2 - Player is removed from the game (maybe create a system for at least the afks and have someone jump in at the same time, might be overpowered, example team is level 5-6, 1 player gets dropped and then the so called random already has an advantage within those levels somehow , idk.. strike 3- player is banned temporary for a few days or perma ip ban
