i'm a women for LAN and a i have some ideas for a quinn's skin what can i do?

The tried and true way to get Riot to listen is to show it to the community and get massive support. If enough of the community wants it, then Riot will listen. As Kuronan said, Surprise Party Fiddlesticks came about from this. Other skins like Dragon Master Swain and Girls Generation Ahri also went through this (or still going in DM Swain's case). Popstar Ahri is a direct relation to the GG Ahri skin idea if I remember correctly.
Advantages these skins had also were they were on popular champs at the time and had very passionate and dedicated OP's. It's not easy to get a skin idea through, the best of luck to you!

You can have them commissioned online (or draw them yourself) and then create a thread with the images attached into the thread. It's not very likely that Riot will use them (Only a few skins have come from the community, like Surprise Party Fiddlesticks) but you can enjoy some community feedback on them.
Volibear started as a community idea, even though just rough "WE WANT A BEAR IN THE LEAGUE", but Riot listened.

If you have an idea, try to imagine it in front of your eyes. Write it in detail, from every last bit to the high differences between Quinn's classic and Phoenix skin. He's a awesome guy, he made Violinist Fiora for me. Maybe he does your skin idea too.
BTW: Is it a dragon master quinn idea? Instead of valor being a bird, he's a drake? If so, I think someone already suggested that. If it is not your idea, then nvm.
After getting the picture, make a new thread for it and introduce it. You should also say in detail if there are any changes to animation or visual, like adding fire/water/whatsoever effects to a skill.
