Newer champs have a bit of priority over older champs for skins lately. Riot doesn't want champions to be at 1 skin for an extended period of time. Zed is an exception apparently, though he does have a chroma incoming, which could be better but is still something.

Personally I think toy soldier is an awesome idea! The picture you have shown above is a pretty awesome looking skin!
