So you know when you win a match, you get Elo. I want there to be an Elo for attitude. if you Afk you lose honour points. If you win A 4 v 5 and you're positive all game, you Gain Honour points. If you're toxic you lose Honour points. Honour points has nothing to do with how good your team is, just how toxic they are. Meaning Toxic bronze will be paired up with Toxic bronze. And Toxic Golds will be paired up with toxic golds. And non-toxic players will be paired up with other non-toxic players. Making the players get what they deserve. "Treat others are you wish to be treated."

I definitely agree with this. The old "statistically other players encounter toxic players as much as you do" excuse doesn't really cut it for me. It would also be nice if there was a personal play elo that would take into account YOUR gameplay, instead of just win loss.

Not saying it's perfect, but something similar exists.

The second part of your suggestion is basically Prisoner's Island, which becomes a bit of a problem. Riot is very focused on reform, and when ten toxic people are playing together there is very little incentive to improve behavior. It might make the experience marginally better for some, but it would be significantly worse for others.
