URF year round but with a twist

so i was thinking, everyone loves urf we love spamming our abilities our low cool down all of that and riot gives it to us once a year to make sure it never goes stale and i agree 100% but what if you had another mode of urf but where you got completely random characters much like aram BUT all the characters including ones you don't own and you still had the 3 bans to ban gods like and the demi-gods as well or who ever else and as stated before this would be year round but you would get a completely random character.
