Fascius, The elite recon
Update: Bit more details in ability balancing and lvl 18 stat values
Fascius is medium range/melee assassin with physical damage. Fascius is good at destroying squishies and afflict disturbance in enemy lines with his High explosive light grenade(ultimate R). Fascius also got mediocore poke in his frag shot(Q). Fascius is not fully ranged champion his passive: Triple barreled only gives him 3 short ranged attacks but with dramatically increased attack speed and with minor damage boost those shots can only be reloaded by being out of combat for certain period or by using snaploader ability(E). He also have acces to short stealth which works as his most reliable escape but by using it as escape he loses damage amplification that it gives for short period.
Apperance: Fascius resembles bit Solid Snake from mgs and Kyle Katarn from jedi knight series. He got camouflange suit with one shoulderguard... will draw picture after in 2weeks. cant do now because i am away from home.
Lore: (uh lets see what my bad imagination will create :| ) Fascius is... unstable, ex noxian recon with impressive career behind him and alot of awards from Noxus-Demacia, Noxus-Ionia and from many other conflicts,nowdays he works alone as a private mercenary doing spy, assassing, hijacker or simililiar stealth missions. Fascius usually seems cold or even a soulles in some eyes but sometimes he falls to his anxitity and disappears to "mourn his victims" Fascius once got contract to kill high councilor of league of legends council of equilty: Vessaria Comminye while he was able to intrude to institute of war he were unable assassinate Councilor but managed to escape institute of war without compromising his identity. Years after unknown source revealed Fascius instead of being brought to justice he was given choice to join the league, He agreed.

**Passive: Triple barreled. **Fascius Tripple barreled rifle can only fire three times and then he needs to reload fascius dosent want expose himself to be defenseless during reload so he instead uses his bayonnet fascius reloads his weapon after being out of combat for 5 seconds (reloading takes 1,5s) gunshots have 50%/70%/90%/110% increased attack speed(levels 1-6/7-11/12-16/17-18 and deal 5,6,7,9,11,14,17,21,25,29,34,39,45,51,58,65,73,81 (+15% of bonus ad) increased damage Alot of fascius' burst in tied in those 3 aa's and he is unable to acces those during farming unless using he uses snaploader which roots him for a short while short range of those gunshots also exposed fascius to enemyteam during team fights so positioning is very important
Q: Frag shot: Fascius launches explosive frag slug to targeted area which deals damage (half instantly and half over time) and slows enemies hit for 3s. Damage on impact 35/45/60/80/105 (+35% of bonus ad) Deals same damage again over next 3 seconds. Damage: Physical Slow 15/20/25/30/35% Mana cost: 35/40/45/50/55 Range: 600 Aoe radius: 170 Cooldown:6s Projectile speed:1500 Frag shot is poke and Fascius initiate tool combined with mercenary infiltrator to get him to target. slow allows him to catch his target and bleed is for applying bc stacks it can also be used for farming and wave clearing if needed
**E: Merrcenary Infiltrator: **Fascius is able to move swiftly untedected if needed to escape or to surprise his target Stealth time: 2s (no decay time) Movement speed: 20% Damage amplification%: 10/12/14/17/20% Damage amplification duration: 2s Cooldown:28/26/24/22/20s (after stealth) Manacost: 60 Main initiate and escape tool long cooldown of this ability and offensive power in it should prevent fascius to initiate for a while if he is forced to use this ability for escape thought it will allow fascius to make plays against unprepared enemies
**E: Snaploader: **Fascius uses his snaploader to reload his weapon quickly during battle while also reducing current cooldowns (not itself) by 4s Reload time 0,5s(one third of normal) Manacost: 50 Cooldown 14/12/10/8/6s Way to get acces to gunshots during fights and abilities faster during fight with max cd q can be used twice in row, w got 4s cd and ult 24s
R(ult): High Explosive light grenade: Fascius throws his light grenade which deals high damage,reduces vision radiusand blinds enemies. Enemies who stares explosion location vision range reduction radius is doubled Damage: Physical Vision range reduced to 500/250 Vision range reduction debuff time 2s Damage:150/250/350(+90% of bonus ad) Range:600 Aoe radius(of damage) 200 Aoe radius(0f vision range reduction) 350 Cooldown:100/90/80s Manacost:100 Projectile speed:1000 Powerfull tool to cause disorder in enemy team while also makes easier for your team to engage. there is trade of between damage or vision range reduction
