[CHAMPION CONCEPT] Felicity- The Apprentice Unleashed

A curious, inventive and devoted young chemist, who stands out from the standard masters of Zaunite technology- this is Felicity, the Apprentice Unleashed. Fighting on the Fields of Justice to prove to her teacher Singed that she can become the best and brightest in the land. Her mix of utility and damage lets her function as a mage or as a support.

SUMMARY

Felicity is a utility mage whose only damage comes from her passive-empowered basic attacks and her Q: Taste This! Her other skills, including her ultimate are all buff/heals that can work on herself. This makes her a good support and a safe mid pick, while also allowing her to build AP for both roles for increased utility. As her Q is a skillshot, her main damage should come from her basic attacks- Felicity's Passive: What's Cooking offers low scaling damage and utility for either role. Further details are in the ability descriptions.

ABILITIES (Exact damages and scalings require balancing)

Passive: What's Cooking?

Every 8 seconds Felcity cooks up a random potion, which alters her next basic attack.The cooldown is reduced by 3 seconds if she damages an enemy champion. The types of potion are, as follows-
Red: bonus 30/40/50/60 true damage burn over 5 seconds
Green: an AoE 25/50/75/100 (0.2 AP) magic damage splash.
Yellow: bonus 15/25/35/45 (0.3 AP) magic damage and a 20/25/30/35% attack speed and move speed slow for 2 seconds.
Purple: bonus 4/6/8/10% missing health magic damage over 5 seconds.

When the passive is available, her potions will change color based on which potion is on. The order is always Red, Green, Yellow, Purple, then back to Red.

Q: Taste This! CD: 6 seconds COST: 45/55/65/75/85 mana
Felicity lobs a fast flying potion grenade at a location. On landing or contact with an enemy champion it explodes in a medium AoE, reducing the vision of those hit for 2 seconds, silencing those in the center for 1/1/1.5/1.5/2 seconds, and dealing 50/105/160/215/270 (0.7 AP) magic damage.

W: Miracle Tonic CD: 14/13/12/11/10 seconds COST: 60/70/80/90/100 mana
Felicity tosses a Miracle Tonic at an ally or herself, which bursts and heals the target for 60/90/120/150/180 (0.65 AP). Also grants 20% bonus movement speed for 3/3.5/4/4.5/5 seconds. If cast on an allied champion, restores 30/45/60/75/90 mana.

E: Booster Formula CD: 16/15/14/13/12 seconds COST: 80 mana
Felicity throws the Booster Formula at an ally or herself, which grants a bonus 15% Lifesteal and Spellvamp (tentative) for the first 3 seconds, and 13/21/29/37/45% bonus attack speed for the whole duration. Lasts for 4/4.5/5/5.5/6 seconds.

R: The Lucky Elixir CD: 100 seconds COST: 100 mana
Felicity drinks the Lucky Elixir, causing her passive to have a 4 second CD, increasing her range by 100/150/200, and gaining 20/40/60% AoE damage reduction. Lasts for 5/6/7 seconds. When the spell is cast, all of other her spell cooldowns are refreshed.

LORE

In Zaun, where science and magic run together in madness, there exists a glorious guild of alchemists. Their creations and concoctions are used throughout Valoran for healing and harming. One of their most infamous members is Singed, whose deadly poisons flow through the streets. Singed is a nefariously insane fellow, but little known to most, also a very thorough teacher. As soon as he opened a position for a student, Felicity was at his door.

Felicity was born without an important feature- common sense. Her impairment lead to great feats and achievements from a young age, and although her mother disagreed, she decided to become the apprentice of Singed. The Mad Chemist was intrigued with her ability, and made her his one and only student. Throughout the years, Felicity absorbed knowledge like a sponge, memorizing formula after formula while creating her own. At last, after 5 years, Felicity decided that she was experienced enough to leave the nest. But when Singed learned she planned to open a simple traveling Potion shop, he was astounded and forbade her to leave unless she was going to become a poisonous prodigy like himself. In a fit of anger, Felicity decided to become a champion in the League of Legends and prove to her teacher that you don't need poison to be a truly deadly chemist.

A lot of her buff numbers seem overpowered, especially with an instant cooldown reset. The mana regained when used on an ally seems extreme. This would basically allow her to heal her lane partner every 14 seconds with next to no mana cost, and actually gaining mana if she levels it. Her targeted steroid is also very powerful. 35% AD at max level is a crazy amount for your partner. Combined with 50% AS, would allow her partner to absolutely shred her opponents. Just this one skill and Tristana's steroid would allow Trist to come very close to max attack speed with no items at all. So she can buff her ally significantly, but she can also severely detriment her opponent too, with an AS decrease. Combine all this with her ult which resets all other cooldowns, not to mention gives her 5-7 seconds of AA immunity, and she seems broken beyond compare.
